Utility Coordinator (42891)

Lochner, a leader in transportation engineering, seeks an experienced Utility Coordinator in our Houston, TX office.
Responsibilities:
Project management related activities to include contract administration, monitoring and proactive involvement in the overall project development process,
Attend project meetings, liaison with Texas Department of Transportation (TxDOT) and other project stakeholders to explain the utility accommodation policy and relocation and reimbursement processes, negotiate, answer questions and to resolve problems.
Performs legal and technical review analysis of schematics, utility adjustment plans and cost estimates, maps, surveys, field notes, property descriptions, titles and deeds.
Review agreements, plans, specifications cost estimates and billings submitted by the utility companies.
Prepares Standard Utility Agreement Assemblies to include all pertinent data and handout materials; prepares report for approval.
Perform conflict analysis and identification of Texas Administrative Code Utility Accommodation Rule violations.
Measures, coordinates and calculates payments such as betterment ratios, eligibility percentages, supplements, market value comparisons and relocation costs.
Monitors the installation, adjustment, relocation or removal of utilities.
Qualifications
Requirements:
Ability to read and interpret applicable plans, schematics, blueprints and maps.
Familiarity with the TxDOT ROW Utility Manual and/or Texas Administrative Code Utility Accommodation Rules.
Familiar with standard procedures relative to utility planning, construction and engineering fundamentals.
Familiar with Right of Way policies, procedures and terminology.
Knowledge of principles of utility coordination and associated terminology.
Responsible for legal property descriptions.
Maintains effective working relationships with individuals and groups.
Basic mathematical fundamentals.
Prepares and maintains records, files and reports.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
